HelenNovice on "wp-settings error line 21"

I set up my wp account and had my two sites working. I worked on one and then decided to get a new domain. I was trying to migrate my existing WP site to the new domain (on same server).

I made sure the wp-config file was updated to the new site.
I get a 404 error when trying to access the site.
I can't get into dashboard. I get an error message stating problem on line 21 of wp-setting file. I deleted the file and uploaded a new one. Still wont work. Line 21: require( ABSPATH . WPINC . '/load.php' );

Any suggestions?
