You can export your data using Tools>>>Export and keep a backup of database just in case as all your posts and pages saved on database. You need to keep a backup wp-content folder as well as that where all your themes,plugins and uploads are saved. Once you done that you delete everything and install wordpress.
As for creating page to inform of name change you can a html file where ever you have that wordpress in root or a folder
