Video123 on "Want to get it right the first time..."

I am preparing to open a Wordpress site. I am going to use a very specific plug-in from Wordpress.org.
I have read on this board that if I install from Wordpress.com that I will not be able to use plug-ins from Wordpress.org. TRUE?

If so...can someone tell me the procedure for this...Like

1) install wordpress from ???
2) install wordpress.org plug-in

and bla bla bla?
I am looking at hosting at bluehost
