The use the instructions here: http://codex.wordpress.org/Installing_WordPress or on the site http://ar.wordpress.org with the files downloaded from http://ar.wordpress.org. There is not a quick install for Arabic WordPress in Cpanel.
The easiest method though if you are not confortable with database setup is to install in english then use the directions above to change to Arabic.
