I would suggest that you install WordPress in a sub-folder of the domain, then when you are ready to launch the new site, remove the old one and see Giving WordPress Its Own Directory.

You wont be able to transfer the domain name to the new site unless you have access to the account that registered it in the first place. Do you own this domain name? Or does your designer?
